II. Gender and Development
Brief History of GAD in the Philippines
Gender and Development Program (GAD) is defined by RA 9710 otherwise known as “Magna Carta of Women”. It affirms the role of women in nation-building, promotes the empowerment of women, and fortifies the demand for equality of women and men in access to resources.
Gender Mainstreaming is its core strategic focus that takes into consideration the implications for women while moving to integrate dimensions of the design, implementation, monitoring, and evaluation of policies, programs and projects in all social, political, civil, and economic spheres to ensure that women and men benefit equally.

Executive Order No. 348 – Philippine Development Plan for Women from 1989 to 1992 served as the first step in the Philippines to ensure the fundamental equality before the law of women and men.
Republic Act No. 7192 otherwise known as “Women in Development and Nation-Building Act” was subsequently passed after the expiration of EO 348 and became the successor plan to strengthen the foundations of providing women rights and opportunities equal to men. It has tasked the National Economic Development Authority (NEDA) to ensure women’s participation and involvement.

Executive Order No. 273 “Philippine Plan for Gender-Responsive Development, 1995-2025” was adopted for a long-term plan in affirmation to the passage of RA 7192.
Gender Equality and Women’s Empowerment Plan 2019-2025 is the latest enabling mechanism for the fulfillment of Gender Mainstreaming.
