COL RICARDO C JULIANO CPA PA (MNSA) (RES)
Colonel Ricardo C Juliano a Certified Public Accountant (CPA) and Career Executive Service Officer (CESO), serves as the 12th President and Chief Executive Officer of LBRDC. Known as "Ricky", he brings a wealth of experience, starting his career as an accountant at the Central Bank of the Philippines (now Bangko Sentral ng Pilipinas -BSP). As a full-time BSP scholar, he earned a Master of Business Administration (MBA) from the University of the Philippines before transitioning into entrepreneurship in Central Mindanao's Financing and broadcast communication sectors.
Ricky champions inclusive economic development and security, demonstrated through leadership roles in the Philippine Chamber of Commerce and Industry (PCCI), Mindanao Business Council (MBC), Regional Development Council of Region XII (RDC 12), and the 6th Infantry Division of the Philippine Army's Multi-Sector Advisory Board (MSAB). He also consulted for the World Bank's "Building Reform Coalitions and Inclusive Institutions for Sustainable Change in Mindanao" project and lectured on Finance, Controllership, and Accountancy at Notre Dame University and Mindanao State University graduate schools.
Recognizing the synergy between business and national security, Ricky pursued a Master in National Security Administration (MNSA) at the National Defense College of the Philippines (NDCP) through a full-time scholarship. He received an academic excellence award, was commissioned as a Lieutenant Colonel in the Philippine Army, and was named a prestigious NDCP Outstanding Alumnus in 2017. He further completed the Command and General Staff Course in 2010 and was promoted to Colonel in the Philippine Army by the President in 2016.
Appointed an LBRDC Director on June 2, 2017, Ricky was elected PCEO on September 21, 2021. Under his leadership, the organization successfully achieved its mission and vision. On November 21 2023, the Governance Commission for Government-Owned and Controlled Corporations (GCG) recognized LBRDC's significant progress under his tenure: (1) a top-ranking GOCC in the CY 2022 Performance Scoreboard; (2) a top-ranking GOCC in the CY 2022 Corporate Governance Scoreboard; and (3) one of the most improved Performance Evaluation System Ratings from CY 2021 to CY 2022, reflecting his first full year as President and CEO.
